Elizabeth City State University, a historically Black college/university and lead organization of the COnsortium, is a public baccaureate university offering degree programs in the basic arts and sciences and in selected professional and pre-professional areas, and the master's degree in elementary education. Through its Graduate Center, the university provides additional master's programs for advanced professional study in conjunction with other University of North Carolina constituent institutions.

ECSU promote excellence in teaching as its primary responsibility to meet the needs of the students and citizens of the state. Through its teaching, research and community outreach, the university seeks to identify and address the needs of northeastern North Carolina with particular attention to supporting its environmentally sensitive economic development. For this reason, the university is establishing an Envronmental Support Center for environmental health and its impact on human an animal life. The university has developed a partnership with the Pasquotank-Perquimans-Camden-Currituck Regional Health Center to encourage and promote public awareness of environmental impacts and safe practices. Center activities will build upon current research in its Dismal Swamp outdoor laboratory and upon research in its regional governments' subdivisions, particulaly water quality and agribusiness impacts.

The Sponsored Programs, Contracts and Grants (SPCG) office will administer Consortium contracs. SPCG has successully managed multi-million dollar projects for NASA, The Office of Naval Research, U.S. Department of Education's Title III program and the National Science Foundation, among others.

Pemsco Corporation was formed to become a significant minority owned and managed full-service industrial and environmental services company, qualified for set- aside contracts to Small and Disadvantaged Businesses (SDBs). The motivation for the corporate mission is creation and use of profitable opportunities in a market traditionally limited for minorities. Pemsco develops its comprehensive capabilities through the acquisition of existing companies and the formation of strategic partnerships. As an SDB and through 8(a) subsidiary, Pemsco can market and provide its comprehensive capabilities in environmental and industrial servies to both private corporate and government agency clients. Pemsco specializes in personnel training for environmental and OSHA compliance, industrial services, and recycled and reclaimed materials facilities. Pemsco is the mangerial partner of the Consortium.

The Materials and Chemical Laboratory, Inc. (MCLinc) became a fully private applied research laboratory April 1, 1998. The firm, a former Department of Energy, National Environmental User Facility, provides materials characterization, forensic testing, treatability studies, metals speciation, risk assessment and chemical systems development and optimization for private industry, university, and federal clients. Located at the East Tennessee Technology Park in Oak Ridge, Tennessee, MCL has the ability to work with hazardous, radioactive, and classified materials.

MCL offers an experienced staff along with a unique and powerful collection of materials characterization equipment. Their advanced instrumentation includes scanning electron microscopy, scanning transmission electron microscopy, transmission electron microsopy, energy and wavelength dispersive x-ray spectroscopy, x-ray fluorescence, x-ray photoelectron spectroscopy, and Fourier transform infrared spectroscopy. MCL has large charger, atmospheric pressure, and ultra-high resolution scanning electron microscopes for complex samples, and offers many other specialized testing and technology demonstration capabilities. The fusion of instrumental, laboratory and personnel resources provides a dedicated technical facility capable of performing a wide range of lab-to-bench-to -pilot scale studies in support of technology development, testing and evaluation.

Decon and Recovery Services of Oak Ridge, LLC (DRS) was formed in 1997 by o'Brien & Gere Operations, Inc. and National Surface Cleaning (NSC) Energy Services, Inc. to provide best-in-class resources for decontamination and reindustrialization projects. Over the last five years, DRS team members have created 200 new jobs at brownfield sites and completed $300 million in private sector and Department of Energy decontamination and decommissioning projects. DRS personnel experience includes asbestos, heavy metals, and PCB decontamination performed at facilities where a broad range of nuclear-contaminiated materials and isotopic species have been present, including all forms of uranium and uranium by-products and transuranics.

DRS has assembled a core group of nuclear professionals recognized nationally for their expertise. NCS's history of safe and successul industrial dismantling, decontamination, and decommissioning has created a company that can respond with the kind of solutions and the time frame that the nuclear industry is looking for.

The SCILAB Group of Laboratories is a minority-owned group of five environmental laboratories with specialities in asbestos programs and environmental hazardous waste programs. SCILAB was established in 1988 in Richamond, Virginia (now corporate headquarters). Laboratory facilities are located in Midlothian, Virginia, Albany and New York, New York, Weymouth, Massachusetts, and Carson, California. As a part of the Consortium, SCILAB will provide analytical support services including soil, water, and air sample analysis for asbestos, organic analysis, metals analysis, TCLP analysis, and other environmental samples associated with environmental programs.
