Educational Specialist for the Roanoke River Valley Consortium(RRVC). The RRVC consists of five rural poverty stricken school systems (Bertie County, Northampton County, Warren County, Weldon City, Hertford County). Responsibilities include proposal development and conducting seminars in the areas of curricular integration and national examination preparation - SAT, NTE, etc.

D. EXPERIENCES

Turnage holds certification as a curriculum specialist, counselor, principal, special education program administrator, mentor, teacher -- gifted, elementary education, middle school education, intermediate language arts, learning disabled, emotionally handicapped, physically orthopedicaly handicapped, English, speech, and superintendent. She is also approved by the North Carolina Department of Public Instruction as a Southern Association for Colleges and Schools (SACS) consultant.

Turnage has served as a SACS reviewer, program evaluator and proposal reviewer. As a SACS reviewer, she has served on committees for public schools. The program evaluator experiences have included program standards and review for special education, regular education, Chapter 1, and ECIA Chapter 2. As a proposal reviewer she has been invited to review proposals for the U.S. Office of Education Rehabilitation Services Administration, Elizabeth City State University, public schools, U.S. Office of Education, Star Schools, Law Related Education and Technology Education Program, and North Carolina Dwight D. Eisenhower Science and Math Higher Education Program.

Turnage's experiences also include test development and test bias reviewer. Education Testing Services (ETS) chose Turnage as one of the five committee of examiners to develop the specification and the test in one of the specialty areas national examinations. She has also written test items for ETS in the area of early childhood education. CTB MacMillan/McGraw-Hill chose Turnage as on e of the test reviewers for cultural, ethnic, and/or gender bias for the CAT/5 Performance Test.

During her many years as an educator, Turnage has worked as: coordinator of staff development for support services, math, and science; primary, elementary, secondary and exceptional children's teacher; a Chapter I coordinator, a principal/educational development specialist; an assistant professor and part-time lecturer; and counselor; a director of pupil services with the responsibilities of drug education, dropout prevention, attendance, psychological services, handicapped, gifted, health-nurse, counseling, and social work; a federal project reviewer; a national test developer, and project director for the Learning Disabled, Autistic, EMH, Speech, Peer Tutorial, Environmental Health/Estuarine, Drug Education, Dropout, Community Partnerships, Pre-School/Early Education and Dwight D. Eisenhower Science and Math. These experiences include work assignments in four states -- North Carolina, Virginia, Maryland, New Jersey and the District of Columbia. Turnage has written and received funding for numerous proposals. Several are recognized nationally as innovations in education. Turnage is also President of Multiple Services Institute, Inc. a non-profit corporation.

Turnage has taught math in grades 2 - 10 and science in elementary school. She has also served as media, math and science coordinator for grades K - 12. In addition to serving in the above capacities, she taught math at Mark Twain School in Montgomery County, Maryland for Emotionally Handicapped Students. Plus, Turnage has served as Co-Director and taught Algebra to fourth and fifth graders in a federally funded project entitled 21st Century Mathematicians, Scientists, and Engineers.

Experiences as a consultant are diversified. Turnage continues to serve on local and state committees in regular education, higher education, and vocational education.
